The building was constructed in 1939 based on a design by architect Aleksandrs Klinklāvs, originally serving as the Riga Municipal Employees’ Health Insurance Building. It was designed in neo-eclectic forms with elements of functionalism.
The existing spatial structure has been reorganized into functional consultation rooms, while environmental accessibility and acoustics have been improved.

In the lobby, a new, austere furniture ensemble is planned, along with a reception desk that references the proportions and materials of the original historic reception counter.


Built-in furniture is planned for the rooms, helping to preserve the integrity and character of the historic interior.
